When the Mayor restocks the colonist ship, do you replace the ship with a number of colonists equal to the empty building spaces in addition to the number of players in the game? Or do you fill up the ship with the greater of those two numbers? For example.
5 player game, 4 empty spaces.
Do you fill up the ship with 9 or 5 at the end of the Mayor phase?

I got confused playing the Excel version of PR someone created. I thought it was using the sum of the two, but instead I forgot to count the empty spaces in the tobacco storages and coffee roasters. -
